List all users

Retrieve a paginated list of all users in the system

Parameters:

• page (query) - Page number for pagination (optional)
• limit (query) - Number of items per page (optional)
• search (query) - Search term to filter users (optional)

Responses:

• 200 - List of users retrieved successfully
• 401 - Unauthorized - Invalid or missing authentication token
